WP7 – Shared Registries: A Unified Higher Education Data Platform

Project Summary
The project digitalises and modernises higher education administration in Latvia by developing interconnected shared solutions for all universities and colleges. It is implemented in two phases: in the first, solutions are developed and tested; in the second, all remaining higher education institutions (HEIs) join the system.

WP7 Objectives and Activities
The aim of this work package is to build a centralised digital infrastructure in which all Latvian universities store and exchange standardised information — study programme and course catalogues, student records, diplomas, and other data. Universities will submit verified data from their own Student Information Systems to the shared registries, and any changes will be automatically recorded and retained. Activities include integration with university systems at all key stages of the study lifecycle — admission, study planning, credit transfer, and the electronic issuance of diplomas — as well as the development of shared data and process standards to ensure that information exchange takes place as automatically as possible and with minimal manual intervention. The technical solution will be built on the foundation of Latvia’s national digital infrastructure (LVRTC, VDAA), making use of existing connections to national registries.

Expected Outcome
This work package will create a practical one-stop point of access for students and graduates (for example, managing access to their diplomas), for universities (enabling them to retrieve data about students who have studied at other institutions), and for external users and systems (employers, public authorities). The system will ensure that all study data in Latvia is available in one place, mutually compatible, and reliable — without duplication or manual data transfers between institutions.
