Research Information Management System (RIMS)

Research Information
Management System

RIMS is an important national initiative designed to improve the way Latvia collects, manages, and publishes scientific information.

The terms of use for the Research Information Management System are available here.

Why is the project necessary?

Why is the project necessary

Currently, research data is scattered across different systems, formats, and institutions, which makes it difficult to gain a clear overview at a national level, prepare evidence‑based policy decisions, and clearly showcase Latvia’s scientific achievements.

RIMS addresses this challenge by creating a centralized, standardized, and interconnected national system where information about researchers, institutions, projects, publications, datasets, collaboration partnerships, and scientific activities across the country is collected in one place.

The project supports Latvia’s strategic goals in the areas of open science, digital transformation, and international competitiveness. By reducing fragmentation and improving data quality, RIMS ensures that researchers, institutions, policymakers, and the public can access precise, up‑to‑date, and reliable information that reflects the true scope and impact of Latvian research.

As science becomes increasingly global, data-intensive, and competitive, countries need coordinated infrastructures that ensure transparency, efficiency, and smart governance. RIMS is Latvia’s response to this challenge.

Five strategic objectives

Project objectives

Each objective reflects a long-term commitment to modernising Latvia’s research infrastructure.

01

Simplify research management at the national level

By centralising research data on a single platform, RIMS reduces the administrative burden on institutions and simplifies day-to-day processes, allowing researchers to devote more time to scientific work rather than repeated data entry.

02

Support data-driven decision-making

High-quality, real-time data provides ministries and other stakeholders with a reliable basis for research evaluation, strategic planning, and funding allocation.

03

Increase the visibility of Latvian science

The RIMS portal highlights scientific achievements, areas of expertise, and institutional strengths, increasing Latvia’s visibility both nationally and internationally.

04

Promote international and interdisciplinary collaboration

By providing a clear and unified overview of researchers, projects, and outputs, RIMS makes it easier to find collaboration partners in Latvia and internationally.

05

Align with modern open science and FAIR principles

RIMS supports Latvia’s Open Science Strategy, the FAIR data principles, and international identifiers such as ORCID, DOI, and others.

RIMS is Latvia’s response to the need for a coordinated research infrastructure.

RIMS is not Pure

How Pure supports the project

RIMS is a research information management system, while Pure is the technological platform selected for its implementation.

Latvia selected Pure as the core solution for RIMS because it is one of the world’s most advanced and widely used research information management systems. It has more than 500 clients, over one million researcher profiles, and dozens of ready-made integrations that ensure stability, visibility, and scalability.

By choosing a proven international system, Latvia avoids newly developed systems and the lengthy development process that would be required to build the project from scratch, while ensuring compatibility with European research infrastructure.

Pure offers

Five implementation pillars

Key areas of implementation

Each area represents a specific set of tasks on the path towards a fully functional research information infrastructure.

Development of the national RIMS portal

A unified, reliable, public access point for Latvia’s research information — from researcher profiles to publications and institutional achievements.

Standardisation and harmonisation of data models

Development of unified data standards that ensure consistent, comparable, and interoperable data flows across the entire ecosystem.

Integration with institutional systems

Automated and secure data exchange between internal systems, reducing duplication and manual processes.

ORCID

Promotion of Latvia’s ORCID ecosystem to ensure researcher identification and global visibility, as well as integration with other systems.

Shared RIMS instance

A centrally provided solution for institutions that do not have their own individual research information management system, ensuring equal access to modern tools across the country.

What RIMS provides

Impact on Latvia

A unified, reliable, and internationally interoperable research information infrastructure to advance Latvian science.

Greater visibility for Latvian science

With a unified portal and automatically updated profiles, RIMS helps institutions and researchers effectively present their achievements to society, policymakers, and international partners.

Closer integration into the European Research Area

Compatibility with EOSC, ORCID, FAIR principles, and international standards ensures that Latvia is a fully integrated participant in Europe’s research infrastructure.

More efficient research administration

Automated data collection and unified standards significantly reduce the administrative burden, improve data quality, and speed up national-level evaluations.

A foundation for innovation and development

RIMS helps highlight research expertise, supports collaboration with industry, and promotes informed decision-making, thereby fostering a dynamic innovation environment.

Support for open science

By making scientific information accessible, comparable, and reusable, RIMS strengthens a culture of open, transparent, and collaborative science in Latvia.

A long-term investment in the excellence of Latvian science.

RIMS is a strategic investment in the future of Latvian science. By building a unified and internationally interoperable research infrastructure, it strengthens capacity and competitiveness while fostering a society based on collaboration and innovation.

Development of a unified research infrastructure

RIMS is a national system that strengthens research management, increases visibility, and supports collaboration at the Latvian and European levels.
