ABOUT THE PROJECT

Why is the project
necessary?

Research is increasingly based on big data, computing power, and international collaboration. However, Latvia’s research digital infrastructure and data services are currently fragmented across institutions. Data is often stored locally or on separate cloud services, and the procedures for describing and accessing it vary; and the capabilities of the existing academic data transmission network no longer fully meet today’s requirements for working with large data sets.

The project addresses these challenges as a unified system. It will connect research organizations through a secure and high-performance academic network, providing shared data storage, processing, and publishing services, as well as reliable authentication, cybersecurity, a service catalog, and user support.

Latvia’s national node will serve as a connection point to the EOSC federation. This will give Latvian researchers access to European data, tools, and infrastructure, while making research resources created in Latvia more discoverable and usable on an international scale. In April of 2026 year, Latvia was invited to join the second wave of candidate nodes in the EOSC Federation.

Objective

To provide Latvian researchers with secure, modern, and convenient access to well-managed research data, data processing tools, and digital research services by establishing a national EOSC node and connecting it to the European research data and services ecosystem.

Latvia’s data and services are interoperable with the EOSC Federation, and researchers have access to European resources and collaboration opportunities.

WHAT IS EOSC?

The European Common Data Space for Research and Innovation

The European Open Science Cloud (EOSC) is not a single, centralized data cloud. It is a federation of interconnected national, thematic, and infrastructure nodes—a “system of systems”—where researchers can find, publish, and reuse data,
software, tools, and digital services across institutional, sectoral, and national boundaries.

The EOSC is based on the principles of open science and FAIR: research resources must be discoverable, accessible in accordance with applicable rules, interoperable, and reusable. Open science does not mean that all data is public, but rather that controlled access and appropriate security measures are applied to sensitive or restricted-access data.

Latvia’s EOSC national node will serve as the local entry point to this federation—with infrastructure, services, support, and governance maintained in Latvia.

PROJECT BENEFITS

National targets to be achieved as part of the project

EOSC National Node Research and Academic Data Transmission Network

A single EOSC National node research and academic data transmission network has been established.

Due date: April 1, 2026.

Network Users

At least 26 users from the EOSC national node network have been secured.

Due date: October 30, 2026.

Management and Security Services

At least three fully functional network management, business continuity, and cybersecurity services have been established.

Expiration Date: March 31, 2029.

Data Usage Services

At least five services have been established for the storage, processing, analysis, publication, archiving, and reuse of data.

Expiration Date: March 31, 2029.

An Operational EOSC National Node

One EOSC National node accessible to users has been established.

Expiration Date: November 30, 2029.

Users of the EOSC National Node

At least 26 EOSC National nodes and the users of the management, security, and data utilization services provided by them are supported.

Expiration Date: November 30, 2029.

The publicly available resources of EOSC Node Latvia will also be available to businesses, government agencies, and the general public, while European research organizations will be able to find and use Latvian data and digital services in accordance with the applicable access rules.

EOSC Node Latvia is not a single, standalone platform, but rather a network of interconnected infrastructure, security, data, and support services. Its operations and researchers’ access to the necessary resources and tools are ensured by several interconnected elements.

The modernized academic data transmission network connects Latvian research institutions, data centers, computing resources, and the GÉANT infrastructure.

Trusted Identity and Cybersecurity

Federated authentication, controlled access, multi-factor authentication, monitoring, and incident management protect users, data, and services.

Data, Storage, and Analytics Services

Researchers can store, describe, process, analyze, publish, and archive data, as well as use computing and artificial intelligence tools.

Unified Service Portal

The service catalog, search function, and virtual work environments, all in one place, provide access to resources in Latvia and Europe.

Management, Support, and Expertise

A unified management model, a help desk, quality monitoring, and training ensure the reliable and sustainable operation of the hub.
