It is implemented in two phases: in the first, solutions are developed and tested; in the second, all remaining higher education institutions (HEIs) join the system.

Key project benefits:

For students – more flexible, personalised studies with the option to choose courses from different universities, and greater mobility opportunities.
For universities – reduced administrative burden, modernised study processes, stronger international competitiveness, and a broader offer of lifelong learning and micro-credentials.
For employers – education better aligned with labour market needs, and access to accurate information about employee skills.
For society – more accessible and higher-quality higher education, reliable data for policymakers, and closer integration into the European Higher Education Area.

WP5 Objectives and Activities
The aim of this work package is to develop a modern, shared digital platform that brings together the library resources of all Latvian universities — both physical collections and e-books, subscribed databases, academic publications, and other online materials — within a single, easily accessible environment. Students and academic staff will be able to search for and access all resources needed for their studies or teaching in one place, regardless of which institution holds them. Alongside improving the user experience, the platform will also modernise libraries’ internal operations — covering resource acquisition, licence management, data exchange with the national library union catalogue, and integration with universities’ study, finance, and research systems. Implementation will be phased: the system will first be piloted at the project’s partner institutions, after which all remaining universities will be invited to join.

Expected Outcome
This work package will produce a shared, modular library management system that each university can adapt to its own needs or use in a shared mode together with other institutions. Students will gain straightforward access to all study resources in one place, supported by search functionality and artificial intelligence. University libraries will benefit from automated workflows, shared licensing models, and data analytics tools for assessing resource usage. The system will be compatible with Latvian and international library data standards, enabling broad collaboration beyond the higher education sector.

[1

post-6783","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-uncategorized
["GET
